Ostpolitik? Realpolitik? Deutsch-russische Beziehungen seit der Ukraine-Krise

Der Koordinator der Bundesregierung für Russland, Zentralasien und die Östliche Partnerschaft, Dirk Wiese, MdB, spricht am IOS über die Beziehungen zwischen Deutschland und Russland seit der Krise in der Ukraine. Seit deren Beginn im Jahr 2014 hat sich das Verhältnis zwischen Russland und Deutschland beziehungsweise der Europäischen Union stark verschlechtert. Wiese wird in seinem Vortrag verschiedene Aspekte des Themas beleuchten und auf mögliche Lösungswege eingehen. Er ist Jurist, SPD-Mitglied und seit 2013 Mitglied des Deutschen Bundestages. Die Veranstaltung wird gemeinsam vom IOS, der Graduiertenschule für Ost- und Südosteuropastudien und CITAS Regensburg - Center for International and Transnational Area Studies organisiert.

Technology Agency of the Czech Republic provides public funding of applied research divided into programmes. The impact of the first programme of TACR has been evaluated with use of Propensity Matching Score and Difference in Differences. The calculated impact of support for companies is positive for revenues but the effect on ROA and ROE is not so straighforward.

Does facilitated access to the health system improve asylum-seekers’ health outcomes? Evidence from a quasi-experiment

As long as their asylum application  is  not  approved  or their duration of stay does not exceed 15 months, asylum-seekers who require doctor visit have to claim it either by the local authority for foreigners or the responsible social assistance office in Germany. Since 2016 several Federal states and municipalities in Germany have launched the procedure to hand out electronic health cards (eHC) which allow immediate direct access to the health system for asylum-seekers. In this paper, we examine whether being eligible to the eHC as a result of the policy change has had an effect on the  health  outcomes  of  asylum-seekers  in  Germany.  For  empirical  identification,  we  take  ad-vantage of the variation of the policy change across regions and over time. Relying on data from the IAB-BAMF-SOEP Survey of Refugees, we find that the introduction of the reforms allowing asylum-seekers’  faster  and  more  direct  access  to  the  healthcare  system  indeed  reduced  the  risk  of  emotional disorder. We conclude by discussing the potential pros and contras of a comprehensive nationwide introduction of the eHC for asylum-seekers.

Stalin and the Origins of Mistrust

We show that current differences in trust levels within former Soviet Union countries can be traced back to the system of forced prison labor during Stalin’s rule, which was marked by high incarceration rates, repression, and harsh punishments. We argue that those exposed to forced labor camps (gulags) became less trusting and transferred this social norm to their descendants. Combining contemporary individual-level survey data with historical information on the location of forced labor camps, we find that individuals who live near former gulags have low levels of social and institutional trust. Our results are robust to a battery of sensitivity checks, which suggests that the relationship we document is causal. We outline several causal mechanisms and test whether the social norm of mistrust near gulags developed because of political repression or due to fear that inmates bring criminality. As such, we provide novel evidence on the channels through which history matters for current socio-economic outcomes today.

Does homeownership hinder labor market activity? Evidence from housing privatization and restitution in Brno

We study the effects of homeownership on labor force participation and unemployment. We exploit housing privatization and restitution after the fall of communism as a source exogenous assignment of homeowner/renter status, using a unique dataset from the city of Brno, Czech Republic. We do not find any evidence of homeownership hindering labor force participation. In fact, our estimates suggest that homeownership reduces unemployment by four to six percentage points. Homeownership appears to decrease the risk of unemployment by about one third to one half, relative to renters. The estimated effects on labor force participation are systematically around zero.

The role of conflict in sex discrimination: The case of missing girls

The role of ethnic intergroup conflict has been scarcely studied in the literature on ”missing girls” and son preference. We argue that the threat of war between two groups can be perceived as a menace for group survival, where societal preference for male births is reinforced at the individual level based on gender biased perceptions about group- defenders. We use ceasefire violations in the Nagorno Karabakh conflict between Armenia and Azerbaijan as a natural experiment to explain preferences for sons in Armenia, which has one of the world’s highest sex ratios at birth, achieved through sex-selective abortions. Using census data from Armenian municipalities in a difference-in-differences analysis, we show that in the period of intense ceasefire violations the sex ratios at birth increased in the municipalities closer to the conflict epicenter in Nagorno Karabakh. We investigate the underlying mechanism based on household survey data and show that fear of war is associated with son preference.

Interaction terms play an important role in empirical economic research. At the same time, standardization is often applied to make results comparable. Using both raises the question of the correct order, namely should one interact the standardized variables or standardize the interacted variables? Replicating prominent and highly cited papers, we show that both approaches potentially lead to substantially diferent results and explore the reasons for that. Accordingly, the aim of this paper is to strengthen the awareness of empirical esearchers for this issue in order to avoid unsuitable interpretations of standardized coefcients when using interaction terms.
